Troubleshooting Steps Taken: I've used various graphical qualities for all settings, changed resolution, vsync, and tried the 'lowfx' mode. No help. They all look the same way.
I've restarted my system and ensured no unusual background programs were running.
I haven't seen any other posts with similar problems.
That linked page gave me a 404 error. I had trouble posting on the official forums because it is open beta weekend and (i think) only REAL beta users can post bug reports. Regardless, when I log into battle.net with the same credentials I use to play d3, I get a 'no player' message and I think you have to have a player to post?
No overclocking. I didn't check the CPU temp...but I doubt it's the problem bc I can log RIGHT in and get the problems...they don't appear to be worse after significant time in(as temperatures increase).

Oh, the character screen looks normal, then on mouse-over shows strange artifacting: http://imgur.com/a/KNPya
...i thought that turning on vsync seemed to help, ever so slightly. Doesn't really seem to be the case, though.
catalyst confrol center (right click on desktop) has a lot of choices in gaming tab. turn everything to auto and check trible buffer. also male sure on the video tab you reset everything to default
also download and reinsta directx 9.0c even if you hace windows 7 they dont have it fully installed! only dx11.

I changed the options as recommended (everything was auto or 'use application settings') in the control center, including triple buffering.
I couldn't tell if DX9c was installed...when I ran MS's web installer, it said I was good. Just in case, I found a link to the dx9c installer and ran that. It let me install...so I had hoped that would do it. Still, no luck.
Not sure if it is relevant...but the most recent games I've played are Magika and Portal 2...maybe a few more recent Demos and never seen anything like this.
I have a laptop (HP Elitebook 8530p running Windows 7 -- ATI Mobility Radeon HD 3650 [256MB], Core 2 Duo)...wonder if it is to late for me to at least have a shot on it, probably with lower quality settings...
no problem, i apologies i cant tell you more, if i had the system infront of me i would came up with something, but remotly if its something besides the "typical" its a bit hard to quess!
now if, you finally manage to find a solution to that, i would love to hear from you and share with out your solution.

D3 is unplayable on my system due to graphical artifacting.
I'm running the beta on a ATI Radeon 3850, Athlon x2 6400 BE, and 4GB memory on Windows 7 SP1 with the latest DX and Catalyst drivers.
Artifacting shown here:
