    There's no bug in the victory trigger but I bet i know what happened. The computer occasionally rebuilds buildings during the game, and they all have to be dead before you win. They probably rebuild where you didn't think to check since you thought you had cleared that spot already. If that's not it you might not have destroyed the ring (brought Frodo to Mount Doom)
